Unless you park on a hill then it's best to leave the car in first gear with the handbrake off. The same happened to my wife's car and I fixed it. First you need to check that the cable is releasing, check position of the operating lever on the back of the brake mounting plates (nearside and off side) with the handbrake on then release it and see if the lever has moved, if not has the cable released. If the cable hasn't released then you need to free it or renew it, if you don't know how to do either of these take it to a garage. If the cable has released but the lever hasn't moved then the brakes will have to be dismantled, cleaned, lubricated with special brake grease and re-assembled. It's not a job for an amateur as your life may depend on the brakes so if you are not familiar with braking systems go to a garage.
